As an outfitter that wanted to become an tailot at level 11 I was send to see a goblin by the name of Kef Jortul. According to the quest log he was somewhere in Martok. But after running around for an hour and looking in under ceiling I was convinced he was not there. The guards didn't know him, and the /shout channel was deafening quiet. So I just wandered off a bit. As it turns out the guy is in Gaxton Village, a little due west of Martok. It was quite frustrating, but all is well now. And at least anybody reading this that needs to visit him won't have to go through the same pain.

I always hate it when they give you vauge instructions, but especially when they give you specific instructions then find out that they were wrong.
Good job finding the guy..err..goblin!
